December 7th Update

Annual Meeting, This Monday December 8th at 6:00 PM

If you cannot be present at the meeting you must assign someone to be your proxy. You can download the proxy form by clicking HERE. Print it, fill it out, assign your proxy person (if you unsure who to assign, you may assign the HOA Board Secretary, Ramona Jung, or any other Board member if you wish. Sign and date it and either drop it in the black drop box at the clubhouse, or call / text me 607-227-1367 and I’ll be happy to come pick it up. Please do this before this Sunday evening Dec 7th.

Capstone Contract Not Renewed for 2026

For your upcoming HOA dues payment due January 1st, DO NOT PAY IT THROUGH CAPSTONE!! The Board has voted to NOT renew their service contract for 2026 and we are done with them on December 31st. We have setup an internal Payment Portal system of our own and you will get that information and an invite to active your account early this next week. If you had setup auto-pay with Capstone’s system, please email or call them immediately to shut that off.

Please hold off paying your HOA Dues for January 2026 until the Board has approved the 2026 Budget in the next 2 weeks.

The 2026 Change Rolling Out

The same system, PayHOA, that is now going enable the CV Board to have full control of our residents’ dues payments through our own CV bank accounts, is also providing us with the ability to pay vendors, contracted service providers, utilities, and everything else needed to pertaining to managing the business that is Caribbean Village Community Association INC. This is not to say that the Board will be doing it all from this point forward forever, rather it is being done this way so that this current HOA Board of Jim Hilker, Joan Capo, Ramona Jung, David Lingard, and Dennis Daniels can spend a portion of this next year continuing to cleanup the mess that the past 3-4 management companies created so that we have an accurate and solid grip on every aspect of this organization. We’ve already been working toward this end for a few months now, and we anticipate that before mid-2026 we will be completely finished with a clean and organized entity in all facets, that we can bring a licensed independent Community Association Manager into to manage for us and future Boards going forward.

2025 in Brief Review

This first-ever 5-member Caribbean Village HOA Board set out right from the start of 2025 to save CV residents money through doing things different. We analyzed every aspect and system to identify repetitive high cost burdens with the purpose of deploying alternative solutions and improvements that would result in significant year after year annual savings. At the same time, we discovered and assessed several deferred maintenance issues that could not be deferred any longer, and developed a plan of action to incorporate those costs into the budgets over the next four years.
The results from this primary initiative of 2025 has resulted in a reduction of annual costs in the neighborhood of $80,000.
The total estimated cost for rectifying the (desperately needed) deferred maintenance items is estimated to cost $125,000 - $135,000. The Board is finalizing a 4-year phased-in plan for this beginning in 2026. The 2026 budget is nearly finished and there will be a meeting to vote on it about two weeks out (announcement date coming on Monday night). The deferred maintenance needs will be funded by the cost-cutting annual savings achieved through 2025.
The two primary deferred maintenance items are, 1) Irrigation drip line replacements throughout the entire community, and 2) Tree and brush cutbacks of the preserver buffers to reclaim the common areas from the excessive overgrowth over the past 8 years.
